In threading, a skinny cotton or polyester thread is doubled, then twisted. It's then rolled over areas of unwanted hair, plucking the hair on the follicle level. Unlike tweezing, where single hairs are pulled out separately, threading can remove short rows of hair.
Benefits cited for eyebrow threading, versus eyebrow waxing, include that it provides more precise control in shaping eyebrows, and that it's gentler on the skin. A drawback is that it may be painful, as several hairs are removed directly; nevertheless, it may be minimized if done accurately, i.e. with the best pressure.
