Btw dollar tree has chrome now and it actually works pretty well!! There’s a rose gold and a bright pinkish purple, would recommend!

The dark spots are probably bubbles from the green layer. Sometimes top coats melt the colored nail polish under them and that creates bubbles for some reason….

I don’t know if you know this, but putting peely base over chrome powder prevents any weird reactions/bubbling/grittiness/dulling, even with the metallic gold/silver/holo ones that tend to look dull with regular polish.
Just do a layer of peely base over the entire nail before topcoat.
I think you should use loose glitter hearts in rainbow colours to make clover leaves over a shimmery green background.
